A refit yard that happens to have a marina attached
The business began in 1919, when Captain John Rybovich Sr and his wife Anna opened a small commercial boat repair shop on the Intracoastal near 45th Street in West Palm Beach, servicing the fishing fleet. Three sons, Johnny, Tommy and Emil, built the reputation through the 1930s refitting pleasure boats into fishing boats, and in 1947 the yard launched Hull Number 1, recognised as the first boat built specifically for billfishing. That is why West Palm Beach calls itself the birthplace of sportfishing. Tommy Rybovich died in 1972 and the yard changed hands repeatedly after it, before Wayne Huizenga Jr bought the original property in 2004 and converted it into a superyacht refit, service and repair operation. The Rybovich boat-building company itself is a separate business today and sits at Palm Beach Gardens, roughly fifteen minutes from the 1919 site.
The consequence for an owner is that the priorities on this site are a yard's priorities. Berths exist so that a yacht can lie alongside during a project, and so that a project can be sold to the yacht lying alongside. It is a good place to spend a winter, with a pool, a gym, a crew lounge, a clubhouse, a business centre, gated access, a courtesy shuttle and two restaurants on the property, the Tiki and Lamarina. But the reason to choose it over Palm Harbor Marina down the water or Old Port Cove up it is that everything from paint to plating happens on the same acreage as the berth, and a project manager can walk to the boat.

No bridge between the dock and the ocean
You come in through the Lake Worth Inlet, also called the Palm Beach Inlet, leaving Peanut Island to the north, and turn south past the Port of Palm Beach to the marina at 4200 North Flagler Drive. There is no opening bridge on that route and no fixed span either, so air draught is unrestricted from the sea to the berth. Safe Harbor's own specification lists maximum height as unrestricted, maximum beam as unrestricted and maximum draught at 25 feet, and the inlet channel behind it is dredged deep: the Port of Palm Beach's dredge notice of January 2023 gives 39 feet plus two feet of allowable overdredge on the outer channel and 37 feet plus two on the inner. Work the marina on VHF 16 and 65. The office is open 07:00 to 17:00 daily.
Where the bridges bite is the moment you turn south inside. The first opening bridge below the Lake Worth Inlet is the Flagler Memorial bascule on the SR A1A, at Intracoastal mile 1021.8, with 125 feet of horizontal clearance and 24 feet of vertical clearance at mean high water in the closed position. That is the Coast Guard's own figure, in the final rule effective 31 March 2025 that governs these bridges; Waterway Guide's listing gives 21 feet, which is the clearance the same rule attributes to the Royal Park bridge behind it, so a planner working from the guide is a bridge out. The same rule sets the schedule: the draw opens on the quarter and the three quarter hour, except Monday to Friday outside federal holidays from 07:30 to 09:00 and again from 16:00 to 18:00, when it need only open on the quarter hour. It is a thinning, not a closure, and there are two windows a day, not one. When the Presidential Security Zone is being enforced the afternoon restriction starts at 14:15 instead of 16:00. The Royal Park bridge follows at mile 1022.6 with 21 feet at mean high water, opening on the hour and the half hour and on the half hour only inside the same windows. So a yacht based here has free run of the Atlantic and no practical inside route south towards Fort Lauderdale unless she is low enough for 24 feet at Flagler and 21 at Royal Park, on somebody else's schedule. For a sportfisher heading offshore that is the best arrangement in Florida. For a captain planning an inside delivery it is a real constraint and it should be planned as an outside passage from the start.

There is no bridge of any kind between the Atlantic and the dock, which is the whole argument for this address, and the moment you turn south inside you meet a 24 foot bascule on somebody else's timetable that undoes it.

What is alongside, and why no two sources agree on the berth count
Safe Harbor's own page gives slip lengths of 80 to 450 feet, unrestricted beam, 25 feet of draught, and floating wet and transient slips with fresh water, pump-out, shore power and slip-side parking. Shore power is listed elsewhere at 30, 50, 100 and 200 amp. When Safe Harbor bought the business in January 2021 the trade press recorded the West Palm Beach site as 85 slips for megayachts up to 328 feet plus ten dry spaces for yachts to 194 feet, with the associated Riviera Beach site holding four berths to 249 feet, nineteen land spaces to 164 feet and a floating dry dock taking vessels to 295 feet. A marina aggregator reading the same facility today gives 62 berths, more than 8,000 feet of floating dock with full length finger piers, 45 berths over 100 feet, a maximum of 350 feet and a maximum beam of 60 feet.
Those figures cannot all be current at once, and Waterway Guide adds a fourth reading: 60 slips of which 20 are transient, 500 feet of bulkhead and a 3.0 foot tide range. The depth is the part that matters, and it is not the ten foot gap it first looks like, because the two numbers are not the same kind of number. Safe Harbor's 25 feet is a maximum accepted draught for a slip, which is what the operator says it will take. Waterway Guide's 18 feet on the approach and 18 feet alongside is a sounding, and it sits between the 25 and the aggregator's 15. So the question a deep hull actually has to settle is 18 feet of surveyed water against a 25 foot draught the operator says it will accept, which is a more useful conversation than treating the two as rival soundings. Confirm your own draught with the berthing office and take the number in writing before committing a deep hull to the passage. The one figure that is consistent across the operator, the industry press and the trade guides is capability at the top end: the site is described almost everywhere as taking vessels to 100 metres, and Safe Harbor's group superyacht page advertises the network as handling 150 to 455 feet.

The yard: 660 tons on the lift, and 3,000 tons up the water
This is the part that justifies the page. Safe Harbor Rybovich runs a 660 ton travel lift, with a second lift at 495 tons on the Marine Industries Association of Palm Beach County's member listing, alongside a crane with a 160 foot maximum boom and 80 ton capacity, and a paint spray booth. The 3,000 ton floating dry dock is not behind these docks: Safe Harbor's own page for 4200 North Flagler Drive lists the hoist, the crane and the booth and no dry dock, and the dock that takes vessels to 295 feet sits at the associated Riviera Beach site up the water. The site is described almost everywhere as taking vessels to 100 metres, though the county trade association listing caps it at 76 metres. Trade sources put the workforce at over 330 craftsmen and project managers and the output at roughly 300 refit and repair projects a year, which is described as the highest volume in the industry. Combined in-water and out-of-water superyacht capacity across the West Palm Beach and Riviera Beach sites is put at more than 60 wet and 30 dry positions. Disciplines on site cover canvas, carpentry, electrical, fibreglass, welding, detailing, masts and rigging, engine work and vessel inspection.
For comparison inside the same state, Derecktor Fort Pierce runs a 1,500 ton mobile hoist and services something over 80 megayachts a year under a thirty year, USD 33 million operating agreement with an option on three 15 year renewals. The distinction is that Fort Pierce is a haul-out yard built for the very largest hulls, whereas Rybovich is a hybrid: a marina an owner can actually live at while the work is done, in a town he probably wants to be in, with a shipyard behind the fence. That combination is rarer than either half of it, and it is what an owner is paying for. What none of the Florida yards publishes is a labour rate, a day rate for the dry dock or a lift fee, so a refit budget here starts with a quotation and not with a rate card.

Rybovich to Huizenga to Safe Harbor to Blackstone
Safe Harbor Marinas acquired Rybovich on 4 January 2021, taking both the West Palm Beach and Riviera Beach properties. The price was not published. Wayne Huizenga Jr, then owner and chief executive, Baxter Underwood, Safe Harbor's chief executive, and Carlos Vidueira, Rybovich's president, all went on record at the time, Vidueira framing the deal as finding a larger platform from which to serve the same customers. Safe Harbor at that point was owned by Sun Communities, the Michigan-listed residential and marina real estate trust, which had bought it in 2020.
That changed in 2025 and the position is now published and settled. Sun Communities announced on 24 February 2025 that it had agreed to sell Safe Harbor Marinas to funds managed by Blackstone Infrastructure in an all-cash transaction valued at USD 5.65 billion, and Blackstone confirmed completion on 30 April 2025. Safe Harbor was described in the transaction documents as the largest marina and superyacht servicing business in the United States, with 138 marinas across the country and Puerto Rico; the group's own site now describes more than 150 marinas and shipyards and 30 global superyacht destinations. Blackstone's stated rationale is long-run demand from travel, leisure and coastal population inflows, and market commentary since has expected an international push. For an owner the practical question is whether infrastructure-fund ownership means investment or means price discipline, and 2026 is too early to answer it from published evidence.
Clearing in as a foreign-flagged yacht
A foreign-flagged yacht arriving from abroad has four separate obligations and they are not interchangeable. The master reports arrival to Customs and Border Protection immediately, in Florida through the Small Vessel Call Center on 1-800-432-1216, declaring the vessel and anything acquired abroad. Within 24 hours everyone on board must present in person at the nearest port of entry. A yacht over 300 gross tons files an electronic notice of arrival with the US Coast Guard 96 hours ahead, or 24 hours if the passage itself is shorter than 96. And a yacht without a cruising licence must complete formal entry within 48 hours of arriving at its first port of entry, then repeat the process at every subsequent US port, which is the administrative grind the licence exists to remove.
The cruising licence is governed by 19 CFR 4.94 and is granted only to yachts of listed countries, which include the United Kingdom and its specified dependencies, the Marshall Islands, the Bahamas, Jamaica, Saint Kitts and Nevis, Saint Vincent and the Grenadines, Bermuda, Canada, Liberia, Honduras, Turkey and most of Western Europe. It runs for a stated period not exceeding one year, is not transferable between owners and expires on sale of the boat. Since September 2021 it can be applied for and updated through CBP's ROAM app. Crew need B1 visas arranged well in advance, and a Certificate of Financial Responsibility backed by water pollution liability insurance should be in hand at least 21 days before arrival. None of that is difficult, but all of it takes longer than a captain expects the first time.
The charter restriction, and the Foreign Trade Zone that works around part of it
This is the point most owners get wrong. A cruising licence buys freedom of movement and nothing else. Under 19 CFR 4.94 a yacht holding one shall not engage in trade, shall not transport merchandise and shall not carry passengers for pay, and the regulation goes further: any offer to sell or to charter the vessel is treated as evidence of a violation. Hill Robinson's Barrett Wright has described CBP officers finding a yacht advertised for charter online and refusing the permit on that basis alone, and one client renaming a company because the word charter in it kept causing problems. Enforcement is not uniform either. Fort Lauderdale and Miami are reported as the strictest ports and less yacht-heavy ports as more relaxed, which is exactly the kind of inconsistency an owner cannot plan around.
There are two legitimate routes out. The first is formal importation: pay the 1.5 per cent duty on the hull value and the yacht may circulate and charter in United States waters. The second is the Foreign Trade Zone, and Safe Harbor Rybovich holds one of only four in the group, with Lauderdale Marine Center, Newport Shipyard and Savannah Yacht Center. Inside an FTZ, which is a bonded area under CBP supervision, a foreign-flagged yacht can be shown and sold to a United States buyer without ever leaving for international waters. She may remain indefinitely and may leave temporarily for a show, a sea trial or repairs for up to 120 days. The conditions are real: the cruising permit is surrendered on entry, a bond covering 150 per cent of the potential duty exposure is posted at the 1.5 per cent rate, there is an FTZ fee on top of normal dockage and utilities, fifteen days notice and a crew list are required, non-crew visitors may stay aboard no more than 24 consecutive hours, and a visitor log must be kept. For a yacht on the market this is the single most valuable thing on the site.
The season, the show and the airport
The Palm Beach season is short and precisely bracketed. The Town of Palm Beach Marina sells its seasonal contracts from 1 November to 30 April, which is the local definition, and the two events that frame it are the Fort Lauderdale International Boat Show in late October at one end and the Palm Beach International Boat Show in March at the other, with brokerage activity concentrating in the four to eight weeks either side of each. The 2026 Palm Beach show ran 25 to 29 March along Flagler Drive, the marina's own street, with more than 600 exhibitors, in the order of 800 to 1,000 boats and over USD 1 billion of yachts and marine product on display. It is owned by the Marine Industries Association and produced by Informa Markets. That edition is behind us: the next is the 45th, 17 to 21 March 2027, on the same street. If you want a berth here in show week you book it a season ahead, not a month.
Palm Beach International, PBI, is a few minutes west of the waterfront and carried 8,403,519 passengers in 2024, up from 7.77 million in 2023. Its main runway 10L/28R is 10,001 feet by 150, with 14/32 at 6,931 feet, and the general aviation apron along the southern edge carries Jet Aviation, Atlantic Aviation and Signature Flight Support, which is the real story here: this is one of the best private-jet airports in the United States for a yacht owner, and the aircraft parks minutes from the boat. Scheduled service is a different matter. American, Delta, JetBlue, United, Southwest and Frontier cover the domestic network with Atlanta, Newark, LaGuardia, Charlotte and Boston at the top, and international service amounts to seasonal Air Canada flights to Toronto and Montreal. There is no scheduled transatlantic route, so a guest flying commercially from Europe connects through Miami, Fort Lauderdale or a northern hub.
The honest weaknesses
Cost first, because it is the loudest complaint about the whole coast and nothing here is published. Safe Harbor issues no rate card for Rybovich. The only transient figure Yotters could find is USD 3.00 to 6.50 per foot per day depending on length, from a marina aggregator, against a historical 2019 average of USD 3.75 per foot per day on the same listing, and no second independent source corroborates the current range. For context on the market rather than on this marina, reporting in July 2026 put Miami-Dade public marinas at USD 23 to 40 per foot per month and high-end superyacht marinas at USD 60 to 100 per foot per month. Nor is there a published labour rate, dry dock day rate or lift fee, and no yard on this coast publishes a waiting list, so the honest answer on availability is that a refit slot for a winter is booked in the previous season and a berth in show week is booked a year out.
The physical exposures are the other half. The Intracoastal is effectively closed to the south for anything with air draught, since the Flagler Memorial bridge gives 24 feet closed and drops from two openings an hour to one, on the quarter hour, on weekday mornings from 07:30 to 09:00 and weekday afternoons from 16:00 to 18:00, or from 14:15 when the Presidential Security Zone is enforced. Hurricane season runs June to November and Palm Beach County is squarely in it: Frances and Jeanne struck within six weeks of each other in 2004, Jeanne bringing 120 mph winds and two deaths in the county, and Wilma crossed in October 2005 with 90 to 105 mph sustained and gusts to 113 mph. The record since is quieter rather than empty: Matthew in 2016, Irma in 2017 and Dorian in 2019 all bore on the Florida east coast without a Palm Beach County landfall, and Nicole in November 2022 was the first hurricane to make landfall on Florida's east coast since 2005. Yotters found no published account of storm damage to this marina in any of them, which is a gap in the record rather than a clean sheet. That is the same window in which a summer refit sits. Demand is also tightening around the owner rather than easing, though the evidence for that is a South Florida read rather than a Palm Beach one: Phil Purcell of the Marine Industries Association of South Florida has said the wealthy who used to come for the season now live in the region year round, which has changed slip demand dramatically, and the region's answer, new marinas at Terminal Island and the former Miami Seaquarium site, is being built an hour and a half south of here. Both the demand claim and the new capacity are Miami-Dade facts; nobody publishes the equivalent for Palm Beach. Finally, the approach depth question in section three is not academic. Until the office confirms your figure in writing, treat the 25 foot accepted draught as an operator's undertaking rather than a sounding, and plan against the 18 feet Waterway Guide surveys on the approach and alongside.

Yotters could not find a published taxi tariff for the PBI to North Flagler run; the marina operates a courtesy shuttle and the yacht agents on the coast will arrange a car.

For a yacht on the brokerage market on this coast, that is the strongest practical reason to be at this address. An owner intending to offset a season's costs with charter revenue should settle the question with counsel before the passage, not after arrival.
- Reserving a berth or a refit slot
- Berths and yard work are contracted directly with the marina on +1 561 840 8190 or on VHF 16 and 65, office hours 07:00 to 17:00 daily, or through Safe Harbor's group superyacht desk, which also runs a fuel programme and the FTZ paperwork. The site is open to the public rather than members only. Timing is the whole game: the Palm Beach season runs 1 November to 30 April by the town's own definition, and the two peaks are the weeks either side of the Fort Lauderdale show in late October and the Palm Beach show in late March. A refit slot for a winter is committed in the previous season. A transient berth in Palm Beach show week is a year-ahead conversation. Nobody publishes a waiting list, which means the only way to know your position is to ask and get it in writing.
- What a berth costs
- Safe Harbor publishes no rate card for Rybovich, at any length or season. The only transient figure Yotters could find is USD 3.00 to 6.50 per foot per day depending on vessel length, carried by a marina aggregator, with a historical 2019 average on the same listing of USD 3.75 per foot per day. No second independent source corroborates the current range, so treat it as an order of magnitude and not as a quote. For market context rather than for this marina, reporting published on 28 July 2026 put Miami-Dade public marinas at USD 23 to 40 per foot per month and high-end South Florida superyacht marinas at USD 60 to 100 per foot per month, which implies a monthly or seasonal contract sits well below the transient day rate. Electricity, an FTZ fee where applicable, and yard charges are all separate.
- Fuel, power, and the yard
- There is a fuel dock on site and Safe Harbor markets a group superyacht fuel programme, but no pump price is published for it. Shore power is available at 30, 50, 100 and 200 amp, with fresh water and pump-out at the slips and complimentary wifi. Behind the docks the yard runs a 660 ton travel lift and a 3,000 ton floating dry dock taking hulls to 100 metres, a crane with a 160 ft boom at 80 tons, and a paint spray booth, with canvas, carpentry, electrical, fibreglass, welding, detailing, mast and rigging, engine work and inspection all in house across a workforce put at more than 330. - Two restaurants sit on the property: the Tiki, and Lamarina, a 200-seat waterfront room serving coastal food with Mediterranean, Latin and Asian influences alongside a raw bar. There is also a clubhouse, a pool, a fitness centre, a business centre, barbecue grills and a fire pit, gated access and complimentary parking, and the marina runs a courtesy shuttle for anything further afield in West Palm Beach. The fixed dates are the Palm Beach International Boat Show in late March, held on Flagler Drive along the same waterfront as the marina, next running as the 45th edition on 17 to 21 March 2027 after a 2026 edition on 25 to 29 March that carried more than 600 exhibitors and over USD 1 billion of product, and the Fort Lauderdale International Boat Show in late October, which sets the start of the season an hour south.

The berth count is not published consistently either, and there are now four readings: Safe Harbor gives 80 to 450 ft slips with no count, the trade press recorded 85 megayacht slips to 328 ft at the 2021 acquisition, an aggregator gives 62 berths to 350 ft, and Waterway Guide gives 60 slips with 20 transient. On depth the sources are reconcilable once you separate the kinds of number: Safe Harbor's 25 ft is a maximum accepted draught, Waterway Guide surveys 18 ft on the approach and alongside, and the aggregator gives 15 ft on both. The 2021 acquisition price was never disclosed. Confirm draught, beam, length and price in writing with the berthing office before you plan a passage or a budget around any figure on any listing, including this one.

CBP will refuse a cruising permit over a charter advert
Barrett Wright of Hill Robinson has described CBP officers finding a yacht advertised for charter online and assuming she intends to charter, then declining the permit on that basis. One client changed a company name because the word charter in it caused repeated problems. Enforcement is described as inconsistent by port, with Fort Lauderdale and Miami the strictest and less yacht-focused ports such as Savannah more relaxed. The alternative route given is formal importation at 1.5 per cent duty on hull value, after which the yacht may circulate and charter freely.

Phil Purcell, president and chief executive of the Marine Industries Association of South Florida, has said the wealthy who used to come for the season now live in the region year round, which has changed dockage demand dramatically. Reporting from July 2026 counted 54 billionaires in South Florida and put high-end superyacht dockage at USD 60 to 100 per foot per month, with major new capacity, a private nine-slip marina at Terminal Island and a 325-slip project at the former Miami Seaquarium site, planned well to the south of Palm Beach.

At the January 2021 acquisition Carlos Vidueira, Rybovich's president, said the business had been searching for the right way to serve its customers from a larger platform and had found it; Baxter Underwood, Safe Harbor's chief executive, said the plan was to serve Rybovich so it could do what it does at more locations. Wayne Huizenga Jr, the owner and chief executive who had converted the yard to superyacht refit in 2004, framed it around people, customers and partners. No price was published then and none has been since.

Blackstone Infrastructure completed its USD 5.65 billion all-cash purchase of Safe Harbor Marinas from Sun Communities on 30 April 2025, describing the business as the largest marina and superyacht servicing operation in the United States with 138 marinas across the country and Puerto Rico. Its published rationale is long-term demand from travel and leisure growth and population inflows into coastal cities. Market commentary has expected an international expansion under that ownership. What it means for berth pricing at a single Florida yard is not yet visible in any published source.

Waterway Guide's listing for the facility gives an approach and dockside depth of 18.0 ft, alongside 60 total slips with 20 transient, 500 ft of bulkhead, a 3.0 ft tide range and 30, 50, 100 and 200-plus amp electric. That is a third depth figure from the most credible cruising guide on this coast, and it reframes the argument: the operator's 25 ft is a maximum accepted draught for a slip rather than a sounding, so the live question is 18 ft of surveyed water against a 25 ft draught the yard says it will take, not a ten foot contradiction. A marina aggregator still carries 15 ft on both. Nobody publishes a survey, so an owner of a deep hull confirms the figure himself.
